Update:
This machine is having it's BIOS updated. Intel notified me that is the cause of the NIC driver issues.
The BIOS update is currently being performed. I expect downtime to be around an hour.
I could have brought the machine back up in its current state, but hopefully this will resolve the issue once and for all.
