Is the load average estimated on
a) my linode
or
b) the host
? |

Your linode.
Now, if the host is suffering under a large I/O load then your own linode will see slow I/O response and so the load average will go up, so the value you see _is_ impacted by what else is on the host, but the value is just your host's value. |
