CPU graph question

Hello,

For the past few days my CPU graph has showed about 98-100% use, even though top/webmin says otherwise.

Does this issue relate to the kernel idle issue or is it something else?

My graph is still reading high. My best CPU usage for today was 140%.

The system is for the most part, idle. I would like to get an idea of the actually CPU usage throughout the day, though...
