some hosting plans restrict IRC, I have come by several providers of virtual servers that do not allow any irc-related process to be run on the servers.

What is linode.com's policy on irc-related programs/processes?

Yes, just abide by our policies.

I haven't been able to compile BitchX successfully though (Redhat 9.0 Small distro)

Eric already beat me to it, but – yes, irc is ok.

It's your Linux box, you can do whatever you want with it. Just don't violate anything on our policies or break the law, and I'm cool with it.
