Boot - Failed to start Set console font and keymap

New builds of Ubuntu Server 20.04 show the following error when booting:

[FAILED] Failed to start Set console font and keymap

With the default config it couldn't find "/usr/share/X11/xkb/symbols/en". The fix I tried was reconfiguring the keyboard with these values. The error is now gone.

sudo dpkg-reconfigure keyboard

keyboard -> Generic 105-key PC
country -> US
language -> English (US)
AltGr key -> default for keyboard
Compose key -> no compose

Shame on Canonical for assuming that the keyboard in the installation/upgrade/boot process is always an X keyboard.
