You'll need to get into a shell via SSH or LISH and execute that command

/scripts/configurefirewallfor_cpanel

This may fix the firewalling issue you're having.

Assuming you are on CentOS 7, systemctl status firewalld.service will answer that question. If it is not installed, then yum install firewalld will install it.
