Linode Alert - outbound traffic rate

Hello everyone.

I know this isn't a warning on misuse or whatever, but it is a problem that I need to fix. My Linode is running Debian, and by the time this alert reaches my email the outbound traffic has already finished and I'm unable to determine what is causing it.

Is there a way I could set up a notification of some sort, whenever cpu gets to 100% or outbound traffic is above let's say, 5mb/s for a determined period of time? This way I could log into my vps and check which service is causing this disturbance.
