does linode have a email relay server?
Since linode is blocking port 25 etc… since linode is discouraging email servers, does linode have their own email relay server?

To answer your specific question, no. A lot of people use Gmail as a relay, though. That still requires opening port 587…and maybe port 465 (depending on the configuration of your app).
To your implication, Linode is not discouraging email servers. They just block email ports on NEW Linodes until you ask them to be opened and explain why you need them. Believe it or not, there are rules/regulations that Linode has to follow about spam emanating from their networks. They also have a reputation to protect (spam emanating from Linode's networks is not a very good look for them).
I've had an email server on my Linode since 2013…in all it's various incarnations… For the current incarnation, support opened ports 25, 456 and 587 within hours of my request.
