Locked out of root ssh log in. Says permission denied

I am trying to log into my server through ssh but both my root and sudo user are not working. I have no access. Please Help!

You can still access your server via the Linode Shell (Lish).
This will give you console access to all of your Linodes even if you cannot connect using ssh.
