Do I have to have a domain to use Rocketchat server?

Having or using a domain with Rocketchat is optional. If you choose to use one, you need to make sure your domain is configured to use Linodes nameservers. You can read more about this from the Custom Domain (Optional) section of our Deploying Rocket.Chat through the Linode Marketplace guide.

SO can i just install the server on linode and utilize the app on my phone without a domain?

If the phone app will accept an IP address in lieu of a domain name, then yes.
