Question - Closing an account

Hello , i closed my account and created a new one to ask this question ,because i want to be sure that i am not going to pay penalties.On that account i had left like 27 dollars from a promotion and 3.6 dollars accrued charges .When i closed the account the accrued charges were payed from that 27 dollars?Sorry for all the trouble , have a nice day!!!
