Can't HTTP to site via IP and apache2 installed and running

I just signed up today and installed apache2, vsftpd buy watching a couple videos on youtube. I had no problem seeing /var/www/html/index.html in my browser with the IP 45.33.103.236. My plan is to move a domain I have on another box over here. I FTPed over a tar file of my cgi scripts, they dont do anything but create directories and write text files. Any how my problem is I can nolonger see index,html in the web browser.

APACHE is running.
I can SSH in no problem.

Makes no sense. server is up, apache is running but cant load ib browser using HTTP?????
