The Host for speed and bill problems

Hi

1)Recently the host is slowly and open the pages in the host by browser are loading very slowly.Especially in the chrome browser.
ex)https://catchd.net/2019_mdaevent/

2)We receive bills every month - Linode 8GB (pendingupgrade) - Ser01 (199465),Is this necessary? Can it be turned off?

2) Ask whoever created it.
