How do I open a server that charges on time?
How do I batch open the server that charges on time? Let's say 10 servers

I’m not sure what you mean by “charges on time”.
As soon a server is provisioned it starts accruing charges on your account until it is deleted.
Charges typically get paid off your registered payment card on the 1st of the month in arrears, or sooner if you reach a certain threshold ($50 I believe.)
